Siluanov called on the donor regions to pay more attention to their budgets

Russian donor regions should pay more attention to their budget formation in order to avoid a deficit. This was announced to Izvestia on April 27 by Finance Minister Anton Siluanov.

"Today's task is to ensure that regions with a high level of budget security, donor regions, pay more attention to their budgets, as well as the federal center, which also carefully looks at those priorities," he said in a conversation with Izvestia correspondent Nikolai Ivanov.

According to Siluanov, the regional deficit of 1.5 trillion rubles last year was due to the fact that the expected income tax receipts were lower than planned, although the income tax receipts for individuals were higher. In this regard, "strong" entities, whose main financial source is income tax, are more likely to face a change in their income base.

"There were financial opportunities, and there were also remaining funds. And in recent years, we have seen a sharp increase in costs, which can now be prioritized based on the priorities that are emerging today," Siluanov said.

He also stressed that it is necessary to consolidate budgets in terms of creating additional revenue sources — the issues of the "shadow sector", whitewashing the economy, income mobilization, as well as dealing with expenses in key areas.

The President announced the creation of a security zone on the border with Ukraine and urged not to "overdo it" when checking the work of local authorities.

Earlier in the day, Siluanov said that the total deficit of Russia's regions by the end of 2025 amounted to 1.5 trillion rubles. He called this situation difficult. The largest deficit — 1.2 trillion — arose in the regions-donors of the budget. According to the minister, the volume of the state debt of the subjects is approximately 3.5 trillion rubles. This year, according to the planned values included by the regions in their budgets, the deficit is expected to reach just over 1.9 trillion rubles, about the same as last year.
