The State Duma proposed to introduce benefits for young scientists and engineers

Mironov: scientists should be given the same benefits as IT specialists

On April 22, Sergei Mironov, chairman of the Fair Russia for Truth party and head of the Duma faction, proposed establishing tax incentives and housing programs for young scientists and engineers, comparable to measures to support IT specialists.

"If we want new successes in space and cars no worse than foreign cars, then scientists and engineers should have no less benefits than in IT, and they should receive clearly more than couriers," Mironov said in an interview with RIA Novosti.

According to the parliamentarian, young people are not only leaving abroad, but also moving massively into the IT sector due to income differences. He noted that specialists who dreamed of building space rockets are forced to set up software in banks, which is why they lose their qualifications.

"This is the second bottom of the brain drain, with many more going abroad. Paradoxically, with the difference in salaries, IT specialists have more benefits than scientists and engineers, not to mention self—employed couriers who pay the least taxes and earn as a good engineer," Mironov added.

Deputies from the faction have prepared a number of initiatives to increase salaries and housing affordability for technical specialists. In particular, it is proposed to extend a preferential mortgage program at a rate of 6% to them.

According to the parliamentarian, in terms of the tax burden, parliamentarians are calling for reducing contributions to social funds to 15%, and for priority industries — aviation, space, defense industry, robotics and machine tool industry — to 7.6%. It is also proposed to exempt salaries below three minimum wages in strategically important sectors from the fiscal burden so that staff incomes can compete with the information technology sector.

Earlier, on April 17, it was reported that a bill would be submitted to the State Duma of the Russian Federation proposing to grant customs officers with the status of a combat veteran the right to additional leave. The initiative was sponsored by Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, deputy Dmitry Svishchev and other parliamentarians.
