Increased control over citizens' transfers by the Federal Tax Service (FTS) may bring additional revenues to the budget in the amount of 3-4%. This was stated to Izvestia by Larisa Sorokina, an associate professor at the RUDN University Faculty of Economics.

Theoretically, the majority of citizens may be under the supervision of tax authorities. Special attention will be paid to those who regularly receive income from services, rent or small-scale trade, but are not registered as self-employed or sole proprietor. According to the economist, "shadow self—employment" reaches 20-22%, which is about 15 million people. Meanwhile, the associate professor noticed that not all of these citizens earn a lot.

Sorokina drew attention to the fact that the increase in budget revenues may amount to 3-4%. The Federal Tax Service, in turn, estimates the effect of amendments to legislation at least 50 billion rubles annually from 2027.
