Some Russian citizens will start looking for workarounds if the Federal Tax Service (FTS) gets access to their transfer data. This forecast was given to Izvestia by Sofya Lukinova, head of the legal department of VMT Consult.
Those who regularly earn money from rent, services, or small-scale trade, but do not apply for self-employed or sole proprietorship status and do not declare income, will be at risk. According to Lukinova, the increased control will primarily affect this category of citizens — several million people.
If the measures are tightened, some of the payments may go into cash, especially in the field of household services, the lawyer believes. Income splitting is also likely: the distribution of income between relatives or trusted persons in order not to exceed the limits. The use of intermediaries or nominal recipients is also possible.
Lukinova noted that such mechanisms are already known in practice and usually develop in parallel with stricter controls.
