The head of the European Diplomacy, Kaya Kallas, and the foreign ministers of the European Union (EU) arrived in Kiev to participate in the meeting. This was announced on March 31 by the Ministry of Foreign Affairs of Ukraine.

"The head of EU diplomacy, Kaya Kallas, and the European foreign ministers have arrived in Kiev. <...> An EU ministerial meeting will be held in the Ukrainian capital today," the department's Telegram channel said.

The delegates arrived in the Ukrainian capital by train. At the Central Station of Kiev, they were greeted by the head of the Ukrainian Foreign Ministry, Andrei Sibiga. In his address to the EU representatives, he called the visit "a sign of real courage and solidarity with Ukraine," and also expressed gratitude to Callas.

The day before, Politico newspaper, citing a source, reported that only half of the foreign ministers of the EU member states would attend the meeting in Kiev. In addition, the source called the meeting symbolic, despite the fact that it was announced as a meeting of the Council on Foreign Affairs.

Hungarian Minister of Foreign Affairs and External Economic Relations Peter Szijjarto said on March 20 that military fanaticism prevailed in the European Commission (EC). He also said that Budapest does not want to send soldiers and weapons, and is also not going to finance Kiev with the money of the Hungarian people. He noted that his country is against Ukraine as part of the EU.
