The state Commission supported the ban on vapes and electronic cigarettes in Russia
The state Commission headed by First Deputy Prime Minister Denis Manturov on combating illicit trafficking in industrial products has approved an initiative to completely ban the production, import and circulation of electronic cigarettes, vapes and refueling liquids in Russia. This was reported on March 25 by three sources familiar with the meeting and from the Ministry of Health.
One of the interlocutors told the Vedomosti newspaper that after the decision of the State Commission, the development of the relevant draft law will begin. He also noted that initiatives from the commission are usually supported, since it is an interdepartmental body.
According to the newspaper, the meeting was planned to discuss strengthening inspections of market participants in electronic nicotine delivery systems (EDS), including retail outlets. However, during the discussion, all participants of the State Commission agreed with the decision to completely ban the sale of drugs and liquids. The list of devices that will be subject to the ban will be approved later after extensive discussion of the initiative.
It clarifies that in addition to vapes and electronic cigarettes, electronic hookahs and pipes can be classified as electronic cigarettes. The authors of the bill will also be determined later, they may become deputies of the State Commission or interested departments such as the Ministry of Health, the Ministry of Industry and Trade or Rospotrebnadzor.
On February 21, information appeared on the website of the official Internet portal of legal information that in Russia, from March 1, the Federal Service for Alcohol and Tobacco Market Control will be able to block websites with information about the online sale of tobacco products, hookahs and devices for the consumption of nicotine-containing products without legal proceedings.
