The State Duma talked about the conditions for reducing payments for housing and communal services

In the coming months, utility bills for Russians who pay for heating using individual or communal metering devices, as well as standards during the heating season, will decrease due to warming. This was announced on March 11 by Vladimir Koshelev, First Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services from the LDPR party.

"In the coming months, as the weather warms, the total amount of utility bills will decrease for those who pay for heating using individual meters or household metering devices, and with the end of the heating season, for those who pay according to standards, with the exception of a number of cases," the deputy said in an interview with TASS.

Koshelev recalled that previously in Russia there were two payment options for heating: in equal installments throughout the year or only during the heating season. However, since March 1, 2025, payment has been fixed as a priority payment method only during the heating season, based on actual consumption, which will make the settlement system more transparent and understandable for consumers.

The deputy clarified that the previous payment method will remain in those regions where a uniform payment system was introduced throughout the year until March 1, 2025, but it will no longer be possible to choose this option.

Koshelev said on March 9 that Russians can get a recalculation of the payment for hot water supply in the house if the temperature deviates from the norm, while water below 40 degrees is charged at the cold rate. To recalculate, you need to send a written statement to the management company.
