Starting from March 1, 2026, the payment procedure for housing and communal services (HCS) will change in Russia. Sergey Kolunov, Deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, recalled this on February 18.

According to the new rules, residents in all regions of the country will receive payment documents no later than the fifth day of each month. In addition, the deadline for paying for services will be shifted by five days — up to and including the 15th.

"The changes are especially important for pensioners, since most of them receive pensions in the period from the 10th to the 15th," RT quotes him as saying.

According to the deputy, previously many citizens had to pay for utilities before the actual pension was calculated. The innovations will allow the elderly to check receipts without haste and deposit funds in a timely manner.

Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, reported on February 6 that participants in a special military operation and their family members are provided with a range of benefits when paying for utilities. Combat veterans are entitled to compensation of 50% of housing and communal services expenses, including contributions for major repairs, and are also exempt from bank fees. During the period of service, they are not charged penalties and fines for late payment, while the regions may introduce additional support measures.
