The State Duma adopted a draft on criteria for maintaining payments to large families

The State Duma (DG) has adopted a law aimed at expanding support measures for large families. The document provides criteria for maintaining a monthly allowance in connection with the birth and upbringing of children with a slight excess of the established income level. This was announced on February 17 by Chairman of the State Duma Vyacheslav Volodin.

Previously, there were conditions under which the right to payment is lost if the average per capita income of a family exceeds the subsistence level. At the same time, citizens asked to review the procedure for assigning benefits so that it would not be canceled in case of a small increase in income. This issue was raised during a direct line from Russian President Vladimir Putin, following which the head of state instructed to make appropriate changes to the legislation.

"Now the law provides for the preservation of monthly allowances for large families in connection with the birth and upbringing of children, if their average per capita income exceeds the minimum subsistence level in the region by no more than 10%," Volodin wrote on his Telegram channel.

According to the government, thanks to the new mechanism, more than 231 thousand children will be able to receive a single benefit in addition. In addition, the document introduces a requirement for a minimum period of residence in Russia as a citizen of the Russian Federation — at least 5 years — to qualify for this measure of support.

The new rules will be applied in an undeclared manner from the beginning of 2026. They will apply to all recipients of this social payment.

The Head of State instructed the Ministry of Finance and other agencies to deal with the system that restricts the receipt of benefits and payments.

On February 11, Russian Prime Minister Mikhail Mishustin announced that the Russian government was preparing amendments that would allow large families to receive social benefits even if they slightly exceed the established income criterion. According to him, the exact amount of the payment will depend on the region of residence.
