Europe is already effectively at war with Russia, even if it is not officially recognized. This was announced on February 2 by Ben Hodges, former commander of the US armed forces in Europe.

"Russia is at war with Europe, even if we don't recognize it or don't want to believe it," Hodges said, as quoted by The Guardian.
