The amount allocated for the treatment of one person in Russia under compulsory medical insurance (CHI) has increased to 24,922.9 rubles since 2026. This was announced on February 2 by the Minister of Health of the Russian Federation Mikhail Murashko.

"The average per capita standard of financing under compulsory medical insurance (CHI) has increased to 24922.9 rubles this year," he wrote in an author's article published on the website. KP.RU .

According to the minister, this amount is intended to provide medical care to one Russian citizen, based on which the total budget for healthcare costs for the entire population of the country for the next year is formed.

Murashko stressed that in cases where a patient needs treatment exceeding the amount of compulsory medical insurance, for example, when performing high-tech operations or prescribing expensive therapy, medical care will be provided free of charge and in full.

Ilya Balanin, Chairman of the Federal Antimonopoly Service, announced at the end of December 2025 that new regions in Russia would switch to unified compulsory health insurance standards starting from January 1, 2026. According to him, the introduction of unified all—Russian compulsory health insurance standards is not only a matter of redistributing funds, but also creating equal conditions for residents of new regions to access high-quality medical care.
