Apartment owners are required to comply with certain rules for the operation of both personal and communal property, for violation of which fines are provided in accordance with the Administrative Code of the Russian Federation. Olga Leonova, Associate Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics, told about this on February 1.
In an interview with the Prime agency, she said that such violations include pollution of communal areas, leaving garbage in the entrances and using common areas for storing personal belongings. The fine for this can range from 2 to 3 thousand rubles. For violations of fire safety, for example, for cluttering emergency exits or using attics for workshops, the fine ranges from 5 to 15 thousand rubles.
"For unauthorized (without approval from the relevant authority. Redevelopment of any room in an apartment building is subject to a fine for individuals from 2 to 2.5 thousand rubles," Leonova added.
In addition, the expert clarifies, apartment owners must observe the silence regime, not carry out noisy work or listen to loud music after 23:00. Violations can result in fines.
In addition to complying with these rules, Leonova recalls, owners are required to pay property taxes. For non-payment of tax, the penalty is 20% or 40% of the amount owed, depending on the intent. Also, the owner of the living space is required to pay for utilities on time.
