The Russian Prosecutor General's Office has filed a lawsuit with the Arbitration court of the Krasnodar Territory demanding that the assets of the Novoroscement holding and the Verkhnebakan Cement Plant be converted into state revenue. This was announced on January 28 by a source of Izvestia.

The total value of these assets is estimated at 45 billion rubles. The defendants in the case are Cyprus companies Chevre Investments Limited and Nortox Investments Limited, as well as the Russian JSC Actual Investments. The owner of the plant, Lev Kvetnoy, who holds Israeli and Cypriot passports, passes as a third party.

The main reason for the claim is illegal ownership of a strategically important business. Kvetnoy, according to the prosecutor's office, did not receive permission from a special government commission and the Federal Antimonopoly Service to own such an asset. In addition, he is accused of abusing his dominant position in the cement market, which led to higher prices in southern Russia.

On the same day, the Prosecutor General's Office of the Russian Federation announced that the Vyborg District Court of St. Petersburg had satisfied the department's claim against the former deputy head of Rosavtodor, Andrei Samaryanov, deciding to convert his property in the amount of 220 million rubles into state revenue. It was clarified that the man used his official powers for personal enrichment, buying real estate and cars, which he issued to loved ones.
