On January 28, the Federal Antimonopoly Service (FAS) expressed concerns about a possible merger of the Whoosh and Yuret kicksharing companies, noting that this could lead to limited competition in the scooter rental market.

"The FAS has issued an opinion on the circumstances at the request of Whoosh and <url>. According to the agency, these transactions will lead to limited competition in the kicksharing (scooter rental) market," the agency's Telegram channel says.

According to FAS, this transaction may also lead to an increase in the market power of the VUSH Holding group and a reduction in the number of companies in the rental market. According to the FAS, the merger of the companies will enable the new organization to solely control pricing policy, which can lead to negative consequences for customers.

Based on the circumstances identified, the antimonopoly service may refuse to approve the transaction. Companies have the right to provide explanations in response to the conclusion before the final decision of the FAS is made.

On December 27 last year, the Ministry of Industry and Trade of Russia proposed from January 1, 2027 to extend the point system of product localization to electric scooters and other individual mobility aids with an electric motor. It was clarified that if the document is adopted, the new rules will affect all categories of these means of individual mobility.
