On January 28, Chairman of the State Duma Vyacheslav Volodin commented on the ban on photographing deputies in the plenary hall, noting that such a practice could contribute to the manifestation of "wrong" character traits in photographers.

"Why make a show of your work? For what? And then, why promote the development of the most, if you will, not very correct character traits — to peek, to peek," Volodin said, quoted by Duma TV.

He also noted that the State Duma operates in an open mode, and all plenary sessions are "broadcast on the Internet in real time."
