A draft law on fines for violating mining laws has been submitted to the State Duma

A bill has been submitted to the State Duma (DG) establishing administrative liability for violations in the field of digital currency mining. The relevant document was published on January 19 in the electronic database of draft laws on the website of the State Duma.

According to the draft, mining on the territory of a constituent entity of the Russian Federation where the government has imposed a ban will be punishable by a fine for citizens from 100 to 150 thousand rubles with confiscation of equipment, for officials — from 300 to 800 thousand rubles or disqualification, and for legal entities — from 1 to 2 million rubles or administrative suspension of work for 90 days.

Mining is separately punished without being included in the relevant register or exceeding the established limit of energy consumption — the fine for citizens will also range from 100 to 150 thousand rubles with confiscation.

At the end of December last year, it was reported that the ban on mining cryptocurrencies in the Republic of Buryatia and the Trans-Baikal Territory, which is now seasonal, is planned to be made year-round. It is specified that the relevant decision was made due to the fact that the measures introduced earlier proved their effectiveness for energy security.

On December 26, 2025, the press service of the Federal Security Service of Russia for the Trans-Baikal Territory reported that employees of the FSB and the Ministry of Internal Affairs of Transbaikalia stopped the activities of an illegal mining farm, which caused damage to a uranium mining enterprise in the Priargunsky district, estimated at more than 5 million rubles.
