In Russia, in 2026, tariffs for housing and communal services (housing and communal services) will rise twice due to innovations. This was announced on January 19 by Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"The law allows for such a double increase. In January, due to the increase in VAT, the payment for housing and communal services will increase by 1.7%," he said in an interview with the Parliamentary Newspaper.

According to her, the second increase is scheduled for October, when the government will set economically reasonable tariffs for each region.

Razvorotneva stressed the importance of parliamentary control over the targeted use of each ruble and recalled that a new accounting standard for management companies will come into force on March 1, which will allow each owner to track expenses.

She also pointed out additional risks: lowering the bar for the application of a simplified taxation system, which will affect most management companies, and the abolition of benefits for insurance premiums. This may lead to an increase in fees for the maintenance of common property.

On January 17, the State Duma reported that with the onset of spring, Russians are waiting for changes in the rules for charging penalties for late payment of housing and communal services (housing and communal services) - so, from March 1, 2026, they will be charged from the 16th day of the month, which will follow the month of providing a citizen with a receipt for payment.
