The State Duma proposed replacing mortgages with social loans and construction cash registers

In Russia, it is necessary to develop alternative housing purchase mechanisms, such as social housing and construction savings banks. This proposal was made on January 19 by Alexander Aksenenko, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services.

"We need to finally start developing alternatives to mortgages without the participation of financial organizations — social loan housing, construction savings banks," he said in an interview with Gazeta.Ru».

According to Aksyonenko, the increase in mortgage interest rates against the background of the already high cost of housing is hitting not only families, but also the construction industry, which risks being left without buyers. The deputy stressed that it is necessary to develop other programs to support citizens in purchasing housing.

Social rental housing is a state or municipal apartment that is given to those in need on a permanent lease basis with payment for utilities and a small rental fee. It cannot be sold, bequeathed, or leased to other tenants.

Construction savings banks are a system in which a citizen first accumulates funds in a certain account, confirming payment discipline, and then receives a targeted preferential loan for the amount that is not enough to buy a home. At the same time, a reduced percentage applies.

The day before, experts from the federal company "Floors" told Izvestia that in some of Russia's largest cities, the average cost per square meter in the primary housing market has increased by more than 15%. Chelyabinsk came in first place, where it grew by 20.4%, Omsk came in second (+16.1%), Nizhny Novgorod came in third (+15.3%), Kazan came in fourth (+15.2%) and Novosibirsk came in fifth (+15%). Moscow (+14.9%), Voronezh (+14.5%), Perm (+14.2%), Volgograd (+10.9%) and Yekaterinburg (+10.7%) are also in the top ten.
