The United States pointed to Ukraine's inability to force the Russian Armed Forces to leave their positions.

Ukraine is not capable of ousting every Russian military from the liberated territories. This was announced on January 16 by Senator Lindsey Graham of the Republican Party of the United States (included in the list of terrorists and extremists in the territory of the Russian Federation).

"When it comes to territorial exchanges, I am a realist and I understand that every Russian soldier will not be able to be expelled from the territory of Ukraine in the near future," he wrote on the social network X (ex. Twitter).
