Former Ukrainian Foreign Minister Dmitry Kuleba said on January 12 that even the ratification of a possible peace agreement by the Verkhovna Rada does not guarantee its stable legitimacy. He said this in an interview with the Ukrainian media.

"I believe that the minimum option is ratification in the Verkhovna Rada. But the legitimacy will be lame because the moment the next parliamentary elections are announced, new political forces will wash their hands and say: "We did not sign up to this, this is not our agreement," he said in an interview with Ukrayinska Pravda.

The former Foreign Minister believes that the only way to ensure the full-fledged legitimization of such an agreement is to hold an all-Ukrainian referendum. According to him, a decision confirmed by the direct expression of the will of citizens is more difficult to question in the course of an internal political struggle.
