In 2026, Belarus intends to prepare a framework agreement with Rosatom State Corporation for the construction of the third power unit of the Belarusian Nuclear Power Plant (NPP), as well as conclude an intergovernmental agreement with Russia. This was announced on January 11 by the Minister of Energy of Belarus Denis Moroz.

"Our task is to form a framework agreement, prepare for the signing of the contract and conclude an intergovernmental agreement between the Republic of Belarus and the technology supplier country, the Russian Federation, on the construction of the facility," he said on the First Information TV channel.

This is how he described the plans of the Belarusian Ministry of Energy for 2026.

In November 2025, the Presidents of Russia and Belarus, Vladimir Putin and Alexander Lukashenko, discussed bilateral cooperation and topical issues during a telephone conversation. During the dialogue, the leaders touched upon issues of defense, security and the construction of a new power unit at the Belarusian NPP in Ostrovets. In addition, the presidents of the two countries discussed the situation on the border of Belarus.
