Kiev city authorities have urged residents to charge their powerbanks in advance and stock up on drinking water amid power outages. The corresponding statement was published on January 8 by the Kiev City State Administration (KMDA) in its Telegram channel.

"Check the charge of powerbanks and portable charging stations, prepare flashlights, battery—powered or rechargeable lamps, candles, matches, spare batteries. <...> Make a supply of drinking water, industrial water and long-term storage products that do not require electricity for cooking," the message says.

Citizens are also advised to find the nearest shelters, heating points and buffets on the maps, and prepare warm clothes. The authorities also advise to insulate the homes whenever possible.

69 mobile boiler houses have been prepared in the city to support critically important facilities, which will provide autonomous heat supply to hospitals, maternity hospitals and social institutions. Housing organizations have received recommendations on the stable operation of heat supply systems during the frost period, the KMDA concluded.

On the same day, the Ministry of Energy of Ukraine announced that the Dnipropetrovsk and Zaporizhia regions were almost completely de-energized. The ministry noted that the restoration work will begin later, and did not give forecasts for the full resumption of work. At the same time, the mayor of Dnipro, Boris Filatov, declared a national emergency in the city.

In addition, on December 31, 2025, the Ukrainian company Ukrenergo announced a power outage throughout the country on January 1. The company also appealed to citizens to consume energy sparingly after the resumption of its supply.

On December 17, Oleg Kiper, the head of the Odessa Regional Military Administration (OVA), announced that a state-level emergency situation in the energy system had been introduced in the Odessa region.
