Mishustin instructed to expand the motivation system for researchers

Russian Prime Minister Mikhail Mishustin instructed to work out the expansion of the system of material and social motivation of researchers in the agro-industrial complex. This was announced on January 8 on the website of the Russian government.

"The Ministry of Education and Science and the Ministry of Agriculture, together with the Ministry of Labor, will have to work out and submit to the government agreed proposals to expand the motivation system for researchers through financial and social incentives," the statement said.

The Prime Minister also instructed the Ministry of Agriculture, the Ministry of Finance and the Ministry of Education and Science, together with the Ministry of Economic Development, to work out by May 18 the possibility of sending part of the income tax to companies that have introduced new technologies in the agro-industrial complex to finance the developer of these technologies to conduct new research.

In addition, the Ministry of Agriculture and the Ministry of Finance, with the participation of the Russian Export Center, have been instructed to submit initiatives by June 29 to effectively promote Russian agricultural technology products to foreign markets.

On December 23, 2025, First Deputy Minister of Agriculture Elena Fastova announced that the Ministry of Agriculture expects to increase state support for agriculture during 2026. According to her, if we talk about 2026, 542 billion rubles are currently allocated in the budget, but during the year the ministry intends to look for more sources so that state programs can be funded.
