- The Russian Foreign Ministry has published a list of Japanese military personnel with cancelled rehabilitation in Russia.
The Russian Ministry of Foreign Affairs (MFA) has published a list of Japanese war criminals from the period of World War II, whose rehabilitation was canceled by the decision of the Prosecutor General's Office of the Russian Federation. This was announced on January 2 by the official representative of the Russian Foreign Ministry, Maria Zakharova.
"In 2025, we celebrated a significant date — the 80th anniversary of the Great Victory and the end of World War II. In the coming year, we continue to work on disclosing information about war crimes committed in the middle of the 20th century, including by Japanese militarists," Zakharova was quoted as saying on the official website of the Russian Foreign Ministry.
According to Zakharova, the published list includes Japanese servicemen who, during the war and even after the surrender of Japan, deliberately surrendered to the Red Army in order to conduct sabotage activities on the territory of the USSR. The diplomat clarified that among these individuals there are those who were involved in sending people to conduct experiments on them in the so—called "detachment 731", a unit of the Japanese armed forces known for conducting experiments on living people.
On August 18, 2025, the Federal Security Service (FSB) announced Japan's plans to conduct military operations against the USSR using bacterial weapons during World War II. It was noted that in 1935 and 1936, detachments No. 731 and 100 and their branches were formed to implement the plan in the territory controlled by Manchuria.
