By the summer of 2026, all the car factories left by foreign companies in Russia will be launched. This was announced on December 26 by First Deputy Prime Minister Denis Manturov.
"80% of the sites have already launched their lines and all the sites will be fully launched by the summer of next year," Manturov said on the Rossiya-24 TV channel.
He specified that the Russian beneficiaries, in cooperation with friendly foreign partners, mainly from Southeast Asia, will develop joint platforms and unified components using products from domestic manufacturers of automotive components.
The Deputy Prime Minister also noted that the authorities expect the volume of the automotive market in Russia to increase to 2.5 million vehicles by 2030, despite the projected decline in sales by 19% in 2025. Manturov added that they are striving to return to the previous level of 3 million cars, which the capacities of Russian factories are designed for.
On November 19, it was noted that AGR Automotive Group holding intends to invest 37.1 billion rubles in the localization of car production at the former plants of American General Motors in St. Petersburg and 50.6 billion rubles at the former facilities of German Volkswagen in the Kaluga region.
On November 10, it was reported that car production at the former General Motors plant in St. Petersburg would resume in early 2026. Also on October 31, Manturov said that 11 of the 13 automobile plants that were abandoned by foreign companies had been restarted in Russia. The remaining two should be launched soon, including the former General Motors.
