The Federal Security Service (FSB) and the Investigative Committee (IC) of Russia detained Alibi Yayipkaev, a resident of the Stavropol Territory, on suspicion of participating in an armed rebellion in Dagestan in August 1999. The video was distributed on December 25 by the FSB's Public Relations Center.
"In cooperation with the Ministry of Internal Affairs of Russia, A. Yayipkaev was detained at his residence address in Neftekumsk, Stavropol Territory, and taken to the preliminary investigation body. The defendant was charged under articles 209 ("Banditry"), 279 ("Armed rebellion") and 317 ("Assault on the life of a serviceman") of the Criminal Code of Russia, and a preventive measure was chosen in the form of detention," the FSB said in a statement.
