Kiev does not want to withdraw troops from Donbass as part of the plan for Ukraine
Ukraine has refused to withdraw its troops from Donbas as part of a peace plan being discussed with the United States. This is stated on December 24 in the 20 points of the plan, which was announced by President of Ukraine Volodymyr Zelensky.
At the same time, Kiev demands to maintain the presence of the Armed Forces of Ukraine (AFU) in four regions: Donetsk People's Republic (DPR), Lugansk People's Republic (LPR), Zaporizhia and Kherson regions. Also, this plan does not contain provisions on the recognition of Crimea as Russian territory.
At the same time, Ukraine offers the Russian Federation to withdraw its troops from the liberated territories of Dnipropetrovsk, Mykolaiv, Sumy and Kharkiv regions. It is noted that the Ukrainian plan has not yet been officially commented on or confirmed by the United States.
Earlier in the day, the President of Ukraine revealed for the first time all 20 points of the peace plan to resolve the conflict. According to the document, the agreement should be based on recognition of Ukraine's sovereignty, a non-aggression pact with Russia, and international security guarantees modeled on Article 5 of the NATO Charter.
Russian leader Vladimir Putin also announced on December 4 that Russia would liberate Donbass and Novorossiya in any case, by military means or otherwise. He noted that Russia offered Ukraine to withdraw troops from Donbass and not to start military operations, but Kiev chose to fight.
