The main risk of attracting 1.7 million new employees in Russia annually may be the "cannibalization" of personnel in favor of rich regions. This was announced on December 23 by Pronline business expert Dmitry Trepolsky.

In December, Labor Minister Anton Kotyakov said that Russia would need to hire about 1.7 million new employees annually over the next seven years to compensate for the retirement of 12.2 million people.

The "cannibalization" of personnel means that <...> rich regions will suck out personnel from the periphery even more aggressively. This can lead to degradation of service and production in small towns," he said in an interview with Gazeta.Ru».

Trepolsky noted that another possible risk would be the revision of the pension system. According to the expert, the paradoxical advantage of such a scenario would be zero unemployment and social security for workers — in the next seven years, anyone willing to work will be employed.

The expert added that age discrimination will disappear, and the value of human capital will increase, as employers will try to retain employees over the age of 50 and 60 by offering them retraining and flexible conditions.

On December 12, Anton Kotyakov, Minister of Labor and Social Protection of the Russian Federation, said that there is currently no need to reduce the working day to six hours in Russia. He also noted that within the framework of the current norms of the labor legislation of the Russian Federation, employees can negotiate with employers on a work schedule.
