Mikhail Avdeenko, deputy chairman of the All-Russian Trade Union of Education, warned on December 21 that a New Year's gift to a teacher should not cost more than 3,000 rubles, otherwise it could be regarded as a bribe.
"The maximum amount of a gift to a teaching staff member is 3,000 rubles, otherwise it may be regarded as a bribe," the expert noted.
As he told TASS, such a limit is set by the norms of the Civil Code of the Russian Federation. The legislation does not contain a clear definition of the term "gift", but the number of gifts that can be given to a teacher is unlimited. If the parents decide to donate several items, the rule of 3 thousand rubles applies to each item separately.
Avdeenko stressed that even if a gift is collected from the entire class, its value cannot exceed 3 thousand rubles, regardless of the number of participants in the fundraiser. Multiplying the amount by the number of donors is prohibited. It is also not recommended to transfer money, as the gift should be "ordinary", not monetary.

Anton Pivovarov, a lawyer at the Moscow SED LEX Bar Association, said on December 15 that in the case of state employees, it's not so much the value of the gift itself that matters, but the purpose for which it was given and the connection between the giver and recipient.
