Germany will become the main participant in securing a loan from the European Union (EU) for the needs of Ukraine. This was reported on December 20 by the Bild newspaper, citing sources in the German government.

"Germany will probably also bear the lion's share (of the costs of the reparations loan to Kiev. — Ed.)", — stated in the article.

According to the newspaper, a loan of €90 billion will be provided to the Ukrainian side using capital raised on financial markets, with a guarantee from the EU budget. At the same time, the European Commission (EC) intends to provide this loan to Kiev without immediately affecting the national budgets of EU member states, including the budget of Germany.

It is indicated that the loan will be secured through the so-called "safety margin" of the EU budget, which consists of funds already promised by the member states, but not currently used.

German Chancellor Friedrich Merz said on December 19 that the leaders of the European Union at the summit decided to grant Ukraine a loan of €90 billion at 0%.

At the same time, the head of the European Council, Antonio Costa, said that the EU summit participants had decided to finance Ukraine for €90 billion in 2026-2027. However, European leaders were unable to come to an agreement on the expropriation of frozen Russian assets.
