Several cities, including Odessa, were left without electricity in Ukraine. This was announced on December 17 by Deputy of the Verkhovna Rada Alexei Goncharenko (listed in the Russian Federation as a terrorist and extremist).

"We received it (blackout — Ed.) in Chernihiv, Sumy, Odessa. Until now, not everyone in Odessa has a light," he wrote on the Telegram channel.

He expressed dissatisfaction with the fact that the Verkhovna Rada does not discuss the situation in Odessa. Goncharenko also thanked the employees of the energy industry, water utilities and Teploenergo, who are making efforts to restore electricity supply.

Earlier in the day, Oleg Kiper, head of the Odessa Regional Military Administration (OVA), announced that a state-level emergency in the energy system had been introduced in the Odessa region in southern Ukraine.

On the same day, Russian Defense Minister Andrei Belousov announced that Ukraine's energy capacity had more than halved. He noted that more than 70% of thermal power plants and 37% of hydroelectric power plants providing energy to the military industry and the army of Ukraine were disabled.
