The Ministry of Finance of the Russian Federation intends to create a database of unique mobile device numbers (IMEI) in 2026. This was announced on December 17 by Deputy head of the department Dmitry Ugnivenko at a meeting of the Public Council under the Ministry of Finance.

"We propose to introduce accounting for IMEI numbers. I remind you that, in addition to the SIM card, each phone has its own unique number," Interfax quoted him as saying.

He noted that the creation of such a database and linking IMEI numbers with specific SIM cards will make it possible to identify that this SIM card "is not in the UAV." According to the deputy minister, this practice can help to weaken the blocking regime, as the binding will be more accurate.

Earlier, on November 10, the Russian Ministry of Finance reported that mobile operators, in accordance with regulatory requirements, launched a new mechanism to ensure security and protect against drones using data from phone SIM cards. When the SIM card is blocked by the operator, the user will receive an SMS notification. Upon returning from abroad, it will be possible to remove the lock by clicking on the link that the operator will send. After authorization, access to the Internet and SMS for the owner of the number will be restored. This can also be done through a call center.
