The lowest taxi prices were found in Ingushetia and the Lipetsk region.
In November 2025, Ingushetia, Lipetsk and Bryansk regions were distinguished by the lowest taxi fare among the regions of Russia. This was confirmed on December 16 by RIA Novosti's analysis of data from the Unified Interdepartmental Information and Statistical System (EMISS).
According to the analysis, in Ingushetia, the cost of a one-kilometer taxi ride was only 17.85 rubles, which makes the region the leader in taxi accessibility among all subjects of the Russian Federation. The Lipetsk Region was next in terms of cost with 23.34 rubles per kilometer and the Bryansk Region with 25.77 rubles per kilometer. Completing the top five are the Omsk Region (26.88 rubles per kilometer) and the Tver Region (26.8 rubles).
In contrast to these regions, the highest taxi fare was recorded in Nenets (170 rubles), Yamalo-Nenets (154.55) and Chukotka (125) autonomous districts.
Also in the top 5 regions with the highest cost are the Republic of Sakha (Yakutia), where a kilometer trip will cost 113.75 rubles, and Dagestan (111.66).
In the whole country, the average cost of a taxi ride in November 2025 was 47.5 rubles per kilometer, excluding data for the DPR, LPR, Zaporizhia and Kherson regions.
On November 26, the press service of the Ministry of Transport and Road Infrastructure of the Moscow Region reported that since the beginning of the year, 10.3 thousand taxi cars have been suspended in the Moscow Region due to the lack of a carrier's compulsory civil liability insurance policy (OSGOP). Carriers are required to have such a policy from September 1, 2024. Taxi driving without it threatens to revoke the permit.
