The State Duma will consider a law on restrictions for criminals hiding abroad
The State Duma will consider as a matter of priority a draft law on the introduction of temporary restrictive measures for Russian citizens who evade justice abroad. This was announced on December 13 by the press service of the State Duma on its website.
"We will consider the draft laws as a matter of priority. <...> The proposed norms will create additional conditions for the implementation of the principle of the inevitability of punishment and ensuring the rule of law," Vyacheslav Volodin, Chairman of the State Duma, said in a statement.
The initiative, introduced by a group of deputies, provides for the introduction of a number of restrictions for persons convicted of crimes or found guilty under certain articles of the Administrative Code. Among them is the discrediting of the Armed Forces of the Russian Federation and calls for the violation of the territorial integrity of the country.
The parliamentarians proposed the following restrictions: suspension of the right to drive a car, register real estate transactions, receive loans and borrowings, use public services and Internet banking remotely, as well as conclude proxy transactions.
The decision on the introduction of restrictions will be made by the Prosecutor General's Office (GP) of the Russian Federation, which will also maintain the relevant register. The bill has been sent to the State Duma Committee on Security and Anti-Corruption.
On December 11, deputies introduced amendments to the State Duma, according to which convicted citizens of the Russian Federation who have left the country may face new restrictions. When contacting Russian consulates abroad, such relocators will no longer be able to obtain and change passports, change their full names or arrange a marriage, make changes to the registry office and receive repeated documents from there, legalize foreign documents, receive certain notarial services and require documents stored in Russia.
