The military investigative Department of the Investigative Committee for the Balashikha garrison has opened a criminal case on the embezzlement of 39.6 million rubles allocated by the state defense order for the construction of the infrastructure of the Rosgvardiya military camp. This was reported on December 13 by law enforcement agencies.

"The management of the construction company Vitu Project LLC and unidentified officials of the FSUE Fourth Center of the customer-developer Rosgvardiya stole 39.6 million rubles during the execution of the state defense order for construction work," said a law enforcement official in an interview with TASS.

According to the source, Sergey Arkhipov, CEO of Vitu Project LLC, and Alexander Zakharikov, his deputy, signed a contract with Rosgvardiya, which was increased from 374 million to 426 million rubles. The company received an advance of 211 million rubles, however, as it was established, the company's management, together with unidentified officials of the customer, stole funds, deceiving the Rosgvardiya about their intention to complete the work.

It was revealed that the actual completed works were estimated at only 55 million rubles, while the completed works were estimated at 242 million rubles. After the company stopped work without explanation, the contract was terminated unilaterally. As a result of the inspection, damage in the amount of 39.6 million rubles was established.

A criminal case has been opened on this fact under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale").

On November 29, the court arrested the deputy general director of the Stroitechnoholding construction company on suspicion of especially large-scale fraud. It is noted that the suspect submitted forged acceptance certificates for completed works, realizing that they were not completed in full. Based on these documents, 289 million rubles were transferred to the account of the controlled organization.
