The Ministry of Defense proposed to form defense headquarters in regions with martial law

The Russian Ministry of Defense has taken the initiative to form defense headquarters at the level of subjects of the Russian Federation and municipalities in the event of martial law on their territory. The relevant draft federal law is posted on the federal portal of draft regulatory legal acts.

"The draft federal law On Amendments to the Federal Law on Defense has been developed in order to create unified interdepartmental coordinating bodies in the subjects of the Russian Federation and in territories (parts of territories). in which martial law has been imposed, in municipalities in whose territories martial law has been imposed," the explanatory note to the document says.

The draft law was developed taking into account the practice of the work of the defense headquarters in the Donetsk and Lugansk People's Republics, as well as in the Zaporizhia and Kherson regions.

The text of the draft states that the main task of such headquarters is to ensure the consistency of martial law, territorial defense and other security measures within the framework of the powers defined by the decrees of the President of the Russian Federation Vladimir Putin. In addition, they will be responsible for coordinating the interaction of bodies, formations and organizations involved in ensuring martial law.

It is assumed that the defense headquarters will be able to prepare drafts of regulatory legal acts, analyze the operational situation, collect and summarize information, as well as develop proposals for decision-making by the chief of staff.
