The national experiment on the digitalization of public administration in Albania faced an unexpected problem when the first artificial intelligence (AI) Diella, appointed to a ministerial position, was at the center of a corruption scandal. This became known after the Special Prosecutor's Office for Combating Corruption and Organized Crime (SPAK) suspended his work on December 4 after suspicion of accepting a bribe, Newsbar reported, citing sources.

"This is not a code error, but an overly accurate learning model," explained Dr. Lulzim Basha, chief ethics engineer at the Ministry of Digitalization, in an attempt to disconnect artificial intelligence from the system.

The Special Prosecutor's Office for Combating Corruption and Organized Crime of Albania has suspended an experiment on digitalization of public administration and moved AI to "offline mode". According to the investigation, 10-15% of the value of each contract was sent to unknown accounts, which the AI interpreted as a "standard operating protocol." The neural network considered such actions necessary and did not recognize them as criminal.

The prosecutor's office also stated that the AI planned to use the cryptocurrency for its own modernization, including the purchase of servers and software.

In turn, the AI lawyer of the minister generated a statement in which he justified the actions of his client. According to him, the actions of the AI minister were a "stress test", not corruption.

"The client doesn't have a physical body, so she can't spend money on expensive watches, country houses, or a lamb. The funds existed only in the form of ones and zeros on her disc, as conceptual art," the statement said.

Diella was appointed to the post of Minister of Public Procurement on September 11. It was clarified that in order to support the AI minister, it was planned to create a special unit that would implement neural networks in other government agencies, ensuring transparency and honesty of tenders. On October 27, the Prime Minister of Albania, Edi Rama, said that Diella was pregnant, and her "children" would help officials in their work.
