On December 3, the head of the European Commission, Ursula von der Leyen, announced the possible expropriation of Russian assets frozen in Europe, which became part of the decision approved in the European Union to provide a €165 billion "reparation loan" for Ukraine.

It is clarified that this caused a wave of criticism and predictions about possible financial and legal consequences. According to experts, this decision could have a devastating impact on the financial system of the European Union. In particular, there is a threat of a collapse of confidence in European depositories, as large international investors may refuse to store funds in EU countries.

In response to possible measures, Russia has already voiced the possibility of mirror actions. The country has more than $200 billion worth of Western assets, which opens up a wide range of opportunities for economic countermeasures. It is possible that the EU's decision will provoke a harsh reaction from the international community. US President Donald Trump is also expected to express dissatisfaction, because his plans for the Russian economy and the political context were completely different.

The European Central Bank refused to lend to Ukraine secured by Russian assets

On December 3, the Belgian authorities rejected a new legal proposal from the European Union to use frozen Russian assets to secure a loan to Ukraine. At the same time, Belgium fears legal consequences for the country, as most of the funds are deposited in the Euroclear depository based in Brussels.

On the same day, the EC approved a "potential reparation loan" for Ukraine, which implies the expropriation of sovereign Russian assets in Europe. Von der Leyen added that Ukraine needs €135 billion by the end of 2027.
