Ukraine has asked its European allies to allocate an additional €1 billion for the purchase of American weapons by the end of the year. This was reported on December 1 by Bloomberg with reference to the Ambassador of Ukraine to NATO, Alyona Hetmanchuk.

"We would be extremely grateful for new contributions from allies so that Ukraine can receive equipment smoothly through the PURL program," Hetmanchuk said.

The PURL program finances purchases of American weapons mainly at the expense of Kiev's European partners. According to Hetmanchuk, since the beginning of summer, 75% of the costs of Patriot anti-aircraft missile systems and 90% of other air defense systems have been financed through this mechanism.

As the newspaper notes, many European allies are in no hurry to take on new financial obligations after the termination of American aid under the administration of US President Donald Trump.

Hetmanchuk called on Europe to "immediately agree on a loan for reparations," referring to the plan to use the frozen assets of the Central Bank of Russia. A decision on this issue may be taken at the EU leaders' summit in Brussels on December 18.

On November 25, European Commissioner for Defense Andrius Kubilius proposed to deepen the integration of the military industry of the bloc with the Ukrainian one. According to him, providing Kiev with access to the European Union (EU) defense investment program will allow it to purchase defense equipment in Ukraine.

On November 17, President of Ukraine Volodymyr Zelensky and his French counterpart Emmanuel Macron approved a declaration providing for Kiev's plans to purchase French weapons. The document is designed for a ten-year period and includes the intention to purchase Rafale fighter jets.

On November 25, Russian Foreign Minister Sergei Lavrov said he could not "from a position of common sense comment" on the agreement on the supply of French Rafale fighter jets to Ukraine. He expressed bewilderment at the strategy of Western countries that continue to finance Ukraine, despite the corruption scandals in the country.
