Far Eastern mortgage may be expanded to secondary housing in 2026

The Far Eastern and Arctic Mortgage program may be extended to the purchase of housing on the secondary market at the beginning of the coming year. This was announced on November 24 by the head of the Ministry of Regional Development Alexei Chekunkov.

"We are working on such changes in the first quarter of 2026," TASS quoted him as saying.

According to him, such changes are especially important for settlements where new housing is not being built, and residents do not have the opportunity to take advantage of existing benefits when buying an apartment or a house.

The minister noted that there are many such settlements, and in those places where new residential complexes are being opened, the cost per square meter is often too high and does not correspond to the real quality of housing.

In this situation, he stressed, the logical step would be to reduce the burden on residents by providing them with additional opportunities through the mechanisms of "Far Eastern and Arctic mortgages."

On November 1, Russian President Vladimir Putin instructed the Government of the Russian Federation and the executive bodies of the constituent entities of the Far Eastern Federal District (Far Eastern Federal District) to develop and approve a strategy for the development of the region until 2036. In a separate instruction, he called for expanding the Far Eastern and Arctic Mortgage program through its possible application to secondary housing in cities where no apartment buildings are being built or no more than two are being built.
