Currently, the United States has not decided on a position on Russia's proposals for a strategic offensive arms treaty (START Treaty). This was announced on November 19 by Russian Deputy Foreign Minister Sergei Ryabkov.
"I think that despite these generally positive signals, it is still too early to say what Washington's position may be in relation to this proposal," Ryabkov said in an interview published on the website of the PIR Center.
He noted that experts in Washington, who are engaged in the analysis and preparation of possible options, have not yet reached the stage when it would be possible to voice more definite conclusions. According to him, Russian President Vladimir Putin's proposal is actually an invitation from the American side to show responsibility in the interests of the security of both countries.
On September 22, Putin said that Russia is ready to continue to adhere to the restrictions under the START Treaty after its expiration on February 5, 2026. The President stressed that the measure would become viable provided that the United States did not take steps that would undermine the "balance of deterrence potentials."
Kremlin spokesman Dmitry Peskov said on October 30 that Russia had not received any proposals from the United States on the START Treaty. The Russian side has not yet seen any progress on this issue, he added.
