The head of the European Commission (EC), Ursula von der Leyen, said in a letter to EU leaders that, according to preliminary forecasts by the International Monetary Fund, the fighting in Ukraine will end at the end of 2026. This was reported on November 17 by the Ukrainian edition of European Truth, referring to a copy of the letter.
"According to the preliminary forecasts of the International Monetary Fund, provided that the conflict ends at the end of 2026 and taking into account all the support promised by the EU, member states and international partners, Ukraine will still face a huge shortage that cannot be overcome without attracting new financing," the letter says.
Von der Leyen outlined four parameters according to which, in her opinion, further assistance should be provided to Ukraine. She indicated that the funds should be allocated at the beginning of the second quarter of 2026.
Also, the head of the EC emphasized, financial support should not create an additional fiscal burden, and the mechanism for its provision should remain flexible. At the same time, as stated in the letter, the burden of assistance to Ukraine should be distributed among all Kiev's allies.
Von der Leyen sent the EU countries the text of her plan to expropriate Russia's assets in favor of Ukraine on the same day. In it, she listed two alternative options for financial support for Kiev, which, according to her forecasts, could face a large financial gap in 2026-2027.
