Putin signed a law on targeted training of state-funded doctors
Russian President Vladimir Putin has signed a law obliging future resident doctors to conclude a targeted training agreement before passing the final certification. The document was published on November 17 on the official Internet portal of legal information.
"Citizens accepted for training in the specialties of the residency <... They are obliged to conclude a contract on targeted training before passing the final certification for the relevant residency program," the text of the law says.
This rule applies both to those who study at the expense of federal, regional or local budgets, as well as to students who were accepted within the quota for targeted training, but with whom the customers refused to conclude an agreement. The law also introduces mandatory mentoring for young professionals for up to three years after initial accreditation.
For non-fulfillment of obligations under the agreement, compensation and a fine of twice the amount of budget expenses for training are provided.
On November 11, the State Duma adopted a law on mandatory targeted training of state-funded medical staff in residency training. The Ministry of Health of the Russian Federation will establish a list of medical specialties for which graduates of universities and colleges who have passed primary accreditation are required to undergo mentoring. It will be valid exclusively for medical professionals, pharmacists are excluded from this list.
