The State Duma introduced a law on the obligation of telecom operators to disconnect services at the request of the FSB

The Russian government has submitted to the State Duma (State Duma) a bill obliging telecom operators to stop providing communication services upon receipt of a corresponding request from the Federal Security Service (FSB) of Russia. The document was published on November 14 in the database of bills of the State Duma.

According to the draft, amendments are being made to Articles 44 and 46 of the Federal Law "On Communications".

"The ninth paragraph of paragraph 1 of Article 46 should be supplemented with the words "and also suspend the provision of communication services upon receipt of a corresponding request from the federal Security Service in cases established by regulatory legal acts of the President of the Russian Federation and the government of the Russian Federation in order to protect citizens and the state from emerging security threats," the document says.

In addition, telecom operators will be exempt from liability for non-fulfillment of obligations under contracts if this is related to compliance with the requirements of the FSB. Roskomnadzor (RCN) will monitor the implementation of the new requirements.

On November 10, the government commission on legislative activity approved a bill that exempts mobile operators from liability in the event of a communication outage due to the threat of drone attacks. The draft law of the Ministry of Digital Development amends Articles 44 and 46 of the Federal Law "On Communications". The bill also establishes the obligation of operators to suspend the provision of communication services at the request of the relevant authorities.
