Certain benefits are provided for drivers with disabilities. They can park for free in paid parking lots, stop under certain forbidding signs, and enjoy other privileges. However, to do this, they need to receive a special "Disabled" badge. Read about how to do this in the Izvestia article.

Who can use the "Disabled" sign

According to the law, the following categories of citizens can use the right to install the sign "Disabled"::

  • disabled people of groups I and II;
  • people with disabilities of group III with reduced mobility;
  • Group III disabled people who received a special badge before February 1, 2020;
  • persons transporting children with disabilities, persons with disabilities of groups I and II, or persons with disabilities of group III, if they cannot move independently.

Unlike the "Novice driver" sign, the installation of the "Disabled" sign is voluntary. However, without it, you cannot use the privileges when driving and parking.

What does the "Disabled" sign mean on the car?

The installation of the "Disabled" sign provides a number of significant benefits aimed at facilitating the movement of people with disabilities. These advantages are fixed in the current legislation. The main benefits include:

  • the right to park in designated areas (according to the rules, at least 10% of parking spaces are allocated to large parking lots, while small parking lots must have at least one such place);
  • free parking in paid parking areas in designated areas;
  • the possibility of driving with a sign prohibiting the movement of mechanical vehicles (if a disabled person of group I or II is driving, when transporting disabled children and disabled people of groups I and II);
  • the possibility of driving under signs 5.35 and 5.37, which limit cars by environmental class;
  • parking in the area of prohibited signs 3.28–3.30.

In addition, the driver of a car with a "Disabled" sign can ignore other signs if there is a sign "Except for the disabled" under them. In all other cases, he is obliged to comply with the general rules of the road.

How to get a Disabled sign on a car

You can purchase the "Disabled" sign at any specialty store or print it yourself, however, in order to use it legally, you must apply for inclusion of the car in the Federal Register of Persons with Disabilities (FRI). This can be done by the disabled person himself or his legal representative through the Gosuslugi portal or at the MFC.

The application must specify:

  • passport data of a disabled person;
  • SNILS number;
  • license plate number, make and model of the car;
  • the date of submitting the vehicle registration application;
  • vehicle operating time;
  • contact information (phone, email).

If the documents are submitted by a representative of a disabled person, you will also need to indicate his full name and passport details in the application. In addition, he will have to provide a document confirming his authority, for example, a notarized power of attorney or a birth certificate for a disabled child.

The car will be entered into the register immediately on the day of application, after that you can freely use the "Disabled" sign. Only one vehicle is allowed to be registered per disabled person. The badge will work for the entire duration of the disability group. If it is indefinite, the sign will also become indefinite.

A driver with a "Disabled" sign must always have the following documents with him:

  • driver's license;
  • STS;
  • CTP insurance;
  • documents confirming the disability of the driver or passenger.

It is also important to remember that the benefits provided by the sign are valid only while the disabled person is in the car. If he is not in the car during the trip, it is not necessary to remove the sign, but it is forbidden to use privileges.

When changing the vehicle, it is necessary to re-register in the registry. The previous car is automatically excluded from the database.

Fines for illegal use of the "Disabled" sign

Illegal use of the sign "Disabled" entails administrative liability. Penalties for violations:

  • a fine of 5,000 rubles for parking in a place for the disabled;
  • evacuation of the vehicle to the parking lot;
  • payment for tow truck services and car storage.

Driving under forbidding signs without legal grounds is punishable in accordance with the general rules of the Administrative Code of the Russian Federation. The amount of the fine depends on the specific violation.
