The United States wants to be on an equal footing with Russia on the issue of nuclear testing. This was announced on November 10 by Mikhail Ulyanov, Russia's Permanent Representative to the International Organizations in Vienna.

"Of course, we have noticed that the United States wants to be on an equal footing with Russia and China. This is an understandable desire," he said at the 65th session of the preparatory commission for the Comprehensive Nuclear—Test-Ban Treaty Organization (CTBT). The speech from the permanent representative's speech was published on his Telegram channel.

Ulyanov added that the desire of the United States can be "easily realized." He also clarified that for this it is necessary to adhere to a national moratorium, as Moscow and Beijing do.

"I would like to hope that this will be the case," the permanent representative concluded.

The day before, Kremlin spokesman Dmitry Peskov said that Russia and China are not engaged in nuclear weapons testing. He also noted that Russian President Vladimir Putin had not given instructions to start preparing nuclear tests.

Prior to that, on October 29, US President Donald Trump issued a statement instructing the Pentagon to begin testing nuclear weapons "on an equal basis." Chris Wright, the head of the US Department of Energy, said that Washington's nuclear tests will be subcritical — they will take place without nuclear explosions.

On November 5, Putin instructed the Ministry of Foreign Affairs, the Ministry of Defense, the special services and civilian departments to make proposals on the possible start of work on preparations for nuclear weapons tests. He clarified that Russia is ready for adequate measures in the event of US nuclear tests.
