The US Department of Agriculture has ordered the state authorities to reverse the decision to provide full payments under the federal food assistance program (SNAP) for November. This follows from the department's document, the content of which is quoted by CBS News on November 9.

"States should immediately reverse all steps taken to provide full SNAP benefits for November 2025," the document says.

It is clarified that Deputy Secretary of Agriculture Patrick Penn indicated to the directors of SNAP's regional offices that the mailing of payment files for November was "unauthorized."

Earlier, the Trump administration announced that it would not be able to finance SNAP's November payments due to the shutdown. This has caused uncertainty for millions of low-income Americans who depend on monthly food support.

According to CBS News, about 42 million people participate in the SNAP program. For one person, the monthly food allowance is about $ 300, for a family of four — up to $ 1,000.

It is reported that due to the delay in payments, the demand for food bank assistance has sharply increased in the country, and queues for free lunches and groceries have appeared in a number of states. Some authorities have allocated their own funds for temporary support of citizens and charitable organizations.

Politico reported on November 7 that the US Department of Agriculture, at the request of the administration of US President Donald Trump, is urgently working to implement the court's order to pay full November benefits for food stamps issued under the SNAP program.

On November 2, the Associated Press (AP) reported on queues observed at American food distribution points. Priest John Udo-Okon called this social situation "more than a crisis" and pointed to the desperation of his compatriots, some of whom, as it was emphasized, did not get enough food.
