The European Commission (EC) does not have a "legally clean" way to use the frozen assets of the Russian Federation, as this endeavor violates the fundamental principles of international law. This was announced on November 6 by Veronika Siverova, Senior associate at ITSWM consulting company.

According to the expert, many countries, to which she referred Canada and Switzerland, avoid the confiscation of frozen assets without a court decision, thus adhering to international norms, which include such a concept as sovereign immunity. It protects the funds of one country from interaction with them from other states without the consent of the owner.

Siverova also stressed that a direct loan secured by these assets remains extremely risky. As an alternative, the EC proposed the exchange of frozen assets of Russia for EU bonds, which can then be sold to investors, and the proceeds will be used to help Ukraine.

The Euractiv news website reported a day earlier that EC representatives had prepared two options to cover the "colossal" deficit seen in Kiev's financing. According to the material, they suggested considering the possibility of filling Ukraine's colossal funding gap with funds received from the EU's general debt and bilateral grants from member states. Consideration of the initiatives, as it was emphasized, is scheduled for the coming weeks.
