Putin instructed to develop a strategy for the development of the Far Eastern Federal District until 2036

Russian President Vladimir Putin has instructed the government of the Russian Federation, together with the executive bodies of the constituent entities of the Far Eastern Federal District (Far Eastern Federal District), to develop and approve a strategy for the development of the region until 2036. The corresponding instruction was published on November 1 on the Kremlin's website.

"The Government of the Russian Federation, together with the executive bodies of the subjects of the Russian Federation that are part of the Far Eastern Federal District: <...> to develop and approve a development strategy for the Far Eastern Federal District for the period up to 2036. The deadline is August 1, 2026," the message says.

In addition, the head of state instructed to ensure the development of regional health savings programs and to begin their implementation in 2026. These measures are aimed at sustainable natural population growth. The programs will be co-financed annually from the federal budget starting in 2027.

Putin also instructed to create at least 10 industrial parks, technoparks and business parks in the Far Eastern Federal District and the onshore territories of the Arctic zone of the Russian Federation by 2030. They will feature small and medium-sized businesses, as well as companies working in areas of national technological priorities.

A separate instruction from the president concerns the expansion of the Far Eastern and Arctic Mortgage program. Putin ordered to provide for the possibility of its application to secondary housing in cities where no apartment buildings are being built or no more than two are being built. Criteria such as the year of construction and the condition of the buildings should be taken into account.

Putin also instructed to establish an experimental regime for the introduction of new technologies in the Arctic by February 2026 and 2027 in the field of the use of unmanned systems in various sectors of the economy, in the development of digital platforms, artificial intelligence (AI) and data turnover.

In addition, as part of the list of instructions following the results of the Eastern Economic Forum (EEF), the Russian leader instructed the Russian government to approve a roadmap for the extraction of rare earth metals and the development of logistics centers on the border with China and the DPRK by February 2026 by December.
