The Central Bank recommended banks to strengthen control to counteract droppers
The Central Bank of Russia has sent recommendations to banks on strengthening control over customer identification procedures in order to prevent the use of bank cards and accounts by droppers. This was announced on November 1 on the official website of the regulator.
Bank customers who provide their cards or accounts to fraudsters to cash out stolen funds, or do it on their own, are called droppers. The Central Bank indicated that the activation of cards issued as part of salary projects should be possible only after completing all identification procedures and confirming the identity of the owner.
In addition, banks are required to carefully check the documents of each new customer, eliminating the possibility of forgeries. The regulator also recommended strengthening control in offices and divisions where there is a high risk of account openings by droppers, as well as paying special attention to employees conducting on-site identification.
The Central Bank also suggested using photo- and video-recording systems to confirm the personal presence of the client, if technically possible.
